В книге анализируются изменения количественных и качественных характеристик преступности в России в 2000—2003 годах. Показывается некорректность прямого сопоставления данных уголовной статистики в силу существенного изменения уголовного и уголовно-процессуального законодательства в данный период. Статистические показатели анализируются с учетом изменения законодательства и в сопоставлении с результатами опросов граждан и экспертов – сотрудников правоохранительных органов, спецслужб. In this book changes of quantitative and qualitative characteristics of criminality in Russia in 2000-2003 are analyzed. The incorrectness of direct comparison of data of criminal statistics by virtue of essential change of criminal and criminality procedural legislation during the given period is shown. Statistics are analyzed in view of change of the legislation and in comparison to results of interrogations of citizens and experts – employees of law- enforcement bodies, special services. The special attention is given to their opinion on the organized crime, terrorism, corruption and struggle against them. The criminological estimation of some changes of the Criminal Code of the Russian Federation is given.
